Personally, from what I've seen, I think your selection of functions are pretty much hardwired. What you do out of them and how you develop them, is very much depending on environment and personal choice.
It seems to me that which personality type you are isn't very determined by your environment, although I think that perhaps people who are borderline on a particular trait may be nudged in one direction or another by people who have an important role in their life or by certain circumstances/experiences. Although some families may all have similar personalities, there are also plenty of siblings who have radically different personalities, so it definately can't be all 'nurture' or else kids of the same family would pretty much always turn out similar. Likewise, I think more people would turn out the same as everyone else given the relatively one size fits all schooling system. That certainly is part of the nurture experience of most kids, but there are plenty who never grow into the system.
Like pretty much everything it is a combo. You take the core of who a person is genetically and combine that with life experiences.
