America has had a long standing policy that any Cuban who steps foot on American soil is granted immediate citizenship, and $1500 to start their life. But "fuck those damn Mexicans!"

Of course the coast guard is also ordered to do everything they can to prevent those Cubans from stepping foot on American soil. That's certainly easier than backing out on the citizenship thing.
