I am more concerned about the "software", than the actual virus. Knowing the history of the US government, I wouldn't be suprised if the software isn't only for removing the virus.

Well, I'm clean. I even went the extra mile and followed the instructions for the manual check.
As for government monitoring...well, that's a possibility. But if only so many people are actually infected, then whatever monitoring that could occur would only affect those people. I would think that if any monitoring were to occur, they would try to get as many people as possible. ...Unless the virus was actually planted in the computers of those who were thought to be "suspicious."

I do free VPN setups after the courts in my country decided to filter the internet. I honestly do not believe a word the FBI puts out. Not after the MegaFailure of theirs. Also, NOD32.

They aren't trying to take away legitimate access. To make a long story short: hackers sent out some malware to infect lots of computers to make them use fraudulent DNS servers, almost like making their own fake internet to make money from the advertising when people access the fake sites they control.
The FBI rather than shut down these servers and leave all infected people without internet access took over these servers and cleaned them, so that people's internet would not be interrupted even if they are infected. They can no longer afford to secretly run these servers.
Only people who are infected to access the fake sites will lose internet - not from the FBI shutting down their access, but from shutting down the fake servers that people don't even know they are using.

Also there's no need to worry about using their software to check your computer. The internet isn't going away, even if someone is infected they can just clean out their computer themselves to get normal internet again. The number of infected per country is pretty small too - the odds of it being you are practically nil.
I checked mine manually, and came out clean.
My computer seems alright.
I'm thinking that an NT got very bored one day and decided to troll the world....
