How do women control and enforce cultural norms when the vast majority of societies are at their very root discriminating against women? Women have had to fight against cultural norms to get some equality with men, and cultural norms are very much set up in favour of the societally dominant sex rather than women.
This is why I set off legal norms. On the social stuff, say how I raise the kid, a woman will correct me. Or on clothing, a woman is more likely to note what I'm wearing is "inappropriate". In terms of behavior, a man who's too passive will be shunned by women, ergo forcing him to 'man up'. Also, in terms of who runs extended families, women seem to take the lead role, organizing the get togethers, maintaining the family history, etc..
Men, in their normal state as they get older (youngin's live life differently) tend to leave each other alone on how they live their lives. Women seem to have a keener interest in those issues, and less fear then men do about sharing their viewpoints.
Because society brings women up by encouraging their more nurturing side.
